It definitely pays to haggle, or even beg!
I recently went out to buy two pairs of shoes (I don't usually buy two pairs at a time though). One of the pairs had a small defect, but it was nothing that would detract from the shoes or cause any real issues. I asked if they could discount that pair and the shop assistant readily agreed but said that 10% was the maximum I could get since that was all that 'head office' would allow.
I put on my best look of disdain and said that I though 10% was a tad on the low side. I then suggested that since she was allowed to discount 10% without permission, she could discount both pairs by 10% to make up for it being a low amount. She agreed and I got both pairs discounted. It pays to make your feelings known.
